Martinsburg Bypass Project

The purpose of this notice is to announce the selection of the NO-BUILD alternative for the Martinsburg Bypass Project U202-9-11.40 that was studied in the late 1990s & early 2000s. The Martinsburg Bypass Project includes the relocation of WV 9, primarily on new right of way to the east of Martinsburg in Berkeley County West Virginia. The project is a continuation of improvements to the east-west WV 9 transportation link in the eastern panhandle of West Virginia between Berkeley Springs and Charles Town. Also included in the study is the Raleigh Street Extension project in Martinsburg that was added to the Martinsburg Bypass Project in 2001.

A public meeting was held February 28, 2003 to present options for the Martinsburg Bypass & the Raleigh Street Extension as shown on the attached graphic from the Raleigh Street Extension Environmental Assessment. Because both projects have independent utility & needs, the two projects were separated with an environmental Assessment (EA) for both, however an EA was never finalized for the Martinsburg Bypass Project. The Raleigh Street Extension EA was approved on August 22, 2006 followed by approval of the Finding of No Significant Impact on July 8, 2008. The Raleigh Street Extension Project has been constructed & is open to traffic.

WV 9 four lane upgrade from Charles Town to Martinsburg has also been completed & is open to traffic.

Traffic congestion in the Martinsburg area has been reduced due to the completion of the two facilities mentioned above.

Should a separate Martinsburg Bypass project be developed in the future, additional alignment and traffic studies will be completed.
