Purpose of the meeting

The West Virginia Department of Transportation Division of Highways (WVDOH) is conducting this informational workshop and public scoping meeting to discuss the proposed Melissa-Huntington Road Project. The project is an upgrade of existing WV 10 to three lanes, partially built on new alignment and partially located within the existing roadway right-of-way. Environmental studies are currently being conducted by the WVDOH in cooperation with the Federal Highway Administration (FHWA) to fulfill requirements set forth in both the National Environmental Policy Act of 1969 (NEPA) and the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU).

Project Overview

Improvements along WV 10 between Huntington and Melissa have been studied since the late 1960s. In the 1990s, the KYOVA Interstate Planning Commission, the area’s officially-designated metropolitan planning organization, analyzed traffic patterns and recommended that WV 10 be upgraded. An Environmental Assessment (EA) was approved for the project in October 2002, but not circulated or carried through to a Finding of No Significant Impact (FONSI), a necessity to complete the project now.
