Appraisal Section 

The Constitution of Weast Virginia, Article 3, Section 9 provides: "Private property shall not be taken or damaged for public use, without  just compensation".  The Appraisal Section of the Right of Way Division is charged with the responsibility of implementing this section of the Constitution and to achieve approved values that fully meet the requirements of the law as to just compensation.
