As part of the Program Management Improvement Team, Dave is Team Leader of the National Review Team – Lakewood Office. Prior to taking on this role in July of 2012, he served as a senior financial policy analyst in the Office of Chief Financial Officer for 5 years. In that capacity, he provided policy development, interpretation and advisory services to FHWA Headquarters, Resource Center, and Division Offices, as well as State DOTs and private sector entities. He has also had numerous opportunities to combine a customer service mindset with skills in innovative thinking, collaboration, and expertise in financial management policy to advance major projects and to promote innovation in financial management.
He joined FHWA in October of 1988, serving stints with Division Offices in six States, including Division Financial Manager in North Carolina, Alaska, and Vermont. In the middle of his career with FHWA, he took a five-year hiatus to serve as Chief Financial Officer for the Alaska Region of the US Forest Service, returning to FHWA in 2006. During his tenure with the Forest Service, Dave led a national effort to develop and implement a performance accountability framework for use across that agency’s seventy-plus programs. Dave began his professional career with a regional Certified Public Accounting firm in the Midwest.
Dave has been the recipient of many awards over his career, including the Administrator’s Superior Achievement Award, Secretary’s Partnering for Excellence Award, Secretary’s Excellence in Teamwork Award, AASHTO Certificate of Appreciation, and twice the recipient of AASHTO’s David G. Campbell Quality Award.
Dave serves as the FHWA liaison to the AASHTO Subcommittee on Internal & External Audits.
