Mission Statement

 The Mission of the Division of Motor Vehicles is to ensure the ethical interpretation and application of motor vehicle and related laws, provide essential motor vehicle and driver services, promote highway safety and collect revenue for transportation programs.

The Mission Statement is the basis for everything that happens within the organization. For example:

  • "To ensure the ethical interpretation and application of motor vehicle and related laws" governs how we apply West Virginia Laws and Rules in regard to driver's license issuance and withholding privileges and to businesses regulated by the Division of Motor Vehicles. It means that we must be firm, fair, accurate, and consistent in our decisions that affect the citizens of West Virginia.
  • "Provide essential motor vehicle and driver services" is the reason we have a Driver Services section and a Vehicle Services section. These units are designed for the provision of essential motor vehicle services to the citizens of West Virginia.
  • "Promote highway safety" is the reason we have the Governor’s Highway Safety program within the DMV.
  • "Collect revenue for transportation programs" establishes DMV as the collection agency for vehicle license fees, driver’s license fees, sales tax on automobiles, reinstatement fees, commercial registrations, etc. In this regard, the Division collected a total of $276.4 million in Fiscal Year 2008 and will collect an estimated $273 million in 2009. (About 94% of the monies collected by the DMV are deposited into the State Road Fund.)
