Online Insurance Verification
The WV Division of Motor Vehicles is establishing an online insurance verification program (WVOLV) to be used by law enforcement, the judicial system, and DMV. Its purpose is to enable instant verification of auto insurance policies by matching the policy number and vehicle identification number (VIN) or serial number back to the insurance company to verify the policy information following the IICMVA model.
The goals of this program are to take the burden off of insured motorists by reducing the number of uninsured motorists on the roadways and to provide law enforcement with the information needed at the time of a traffic stop or crash investigation.
Program Advisory Council
The Advisory Council is comprised of individuals from or those that work with the insurance industry, including the WV Insurance Commission, WV DMV, and HDI, Solutions LLC. The council is tasked with overseeing the development of the Online Insurance Verification Program from start to finish. They offer direct communication between Industry and the DMV to ensure the common interests of both groups are met, and to provide the best solution for customers and citizens.
Web Services Guide
All insurers, except those specifically granted an exemption, are required to implement web services capable of verifying the existence of mandatory insurance for vehicles in West Virginia which must be covered by private passenger auto policies by January 1, 2014. An insurer that provides coverage to fewer than 500 policies in West Virginia may request an exemption waiver from establishing a web service. Such exemption waiver must be requested through HDI Solutions, LLC/ Insure-rite. The Web Services Guide provides information on this process.
National Association of Insurance Commissioners Number
In preparation, the DMV is adding the National Association of Insurance Commissioners (NAIC) number field on every title and/or registration form produced as our stock is being replenished. We are currently processing all transactions with or without the number, as all insurance carriers have not added the NAIC number on their ID card/Certificate of Insurance. All carriers are required to include the NAIC number by January 1, 2014.
