What is the new Express Filing enhancement to the online system?

An express filing is simply a streamlined order within the Vehicle Registration System that allows you to generate and print a temporary tag or a transfer slip without entering all of the information necessary to submit a full electronic title application or permanent registration.

Once completed, you have the option to send your title paperwork with a check attached for taxes and fees to the DMV within 60 days, just as you do today OR you will have the option to remit the information and payment electronically though the system – it’s your choice.  

The cost to remit an express filing or a full electronic title and registration order is still $2.00 ($5.50 for fax dealers). All express charges will be collected as a lump sum payment to West Virginia Interactive on the 10th of each month for the previous month’s total activity via an automated ACH from your account on file. For example, if you perform 10 express transfers and 10 express temp tags this month you will receive an electronic statement for $40.00 ($110.00 for fax users) and the money will be automatically debited from your account on the tenth day of the next month. Fax users will receive a paper statement mailed to them monthly showing their activity.

Do I need any special equipment to use the online system?

If you have a computer with an internet connection and a printer, you already have everything you need.  Your printer must be capable of printing on 65# paper to print temp tags.  If you do not have a computer or internet connection, you can use the available fax service.

Do I need to install software on my computer?

No, the Vehicle Registration System is an internet based application.  You will simply access the online system and login.

What special supplies will I need?

Temporary tags must be printed on heavy card stock pre-printed with a valid Inventory Control Number.  Once printed, the temp tag is placed inside a heavy duty plastic sleeve to protect them while they are on the vehicle.  Temporary tag paper and plastic sleeves are ordered online directly through your account and shipped to the location of your choosing.

How do I sign up?

First, you will need to create a wv.gov account by visiting http://apps.wv.gov/accounts and then activate it via an email that you will be sent. Next, complete the sign up form and submit them to West Virginia Interactive.  Once you receive an email that you have been granted access, you can add other users and begin using VRS!

How much does the system cost?

In addition to the existing $3.00 temp tag fee, the system will charge a fee for each completed transaction, which may be passed onto the customer buying the vehicle.  This additional fee assists with funding the new online filing system and the amount of the fee depends on the type of transaction being completed as follows:

Temporary Tag stock will remain $3.00 each. 

Transaction fees will be collected at the same time title, registration and sales tax fees are paid and they can be passed onto the customer similar to the existing statutory $3.00 temp tag fee.
