Project Identification:  Congestion Management Plan (CMP), KYOVA Interstate Planning Commission

KYOVA Interstate Planning Commission seeks Letters of Interest from qualified firms to develop a comprehensive Congestion Management Plan for the Metropolitan Planning Organization (MPO) study area. 

With the release of the 2010 Census, KYOVA has been designated a Transportation Management Area (TMA). On May 10, 2012, the Federal Register published a list of TMAs, including KYOVA which meets this threshold, of an urbanized area population of 202,637. One important new task is planning for more counties in the area. In addition to the 3 counties KYOVA currently serves (Cabell, Wayne Counties in West Virginia, and Lawrence County in Ohio), Greenup and Boyd Counties in Kentucky and a portion of Putnam County in West Virginia now fall under KYOVA’s jurisdiction.

The urbanized area boundary for the Huntington region changed as a result of the 2010 Census, resulting in the inclusion of the I-64/Teays Valley corridor through Putnam County.  A gap separates this corridor from the Charleston UZA. These changes to the previous Charleston and Huntington UZA areas and the population numbers and characteristics within them, together with revisions to the Huntington UZA in Ohio and Kentucky, resulted in the Huntington-Ironton MPO (KYOVA Interstate Planning Commission, or KYOVA) becoming responsible for the newly-designated Huntington Transportation Management Area (TMA), the first such TMA in West Virginia.

In order to account for the synergy between the Huntington and Charleston areas, the CMP will also be expanded beyond the TMA boundaries to include areas within Charleston’s MPO Regional Intergovernmental Council (RIC) district.

The CMP should address all of the relevant issues in the federal regulations for a TMA.  Engineering services sought to meet federal requirements for development of the CMP may include, but are not limited to:

• Development of Congestion Management Objectives
• Identification of Areas of Application
• Defining a System or Network of Interest
• Development of Performance Measures
• Institute a System Performance Monitoring Plan
• Identification and Evaluation of Strategies
• Implementation of Selected Strategies and Manage Transportation System
• Monitoring Strategy Effectiveness

Pre-qualification:

The consultant firms responding to this ad must be pre-qualified by the West Virginia Department of Transportation (WVDOT), Ohio Department of Transportation (ODOT) and Kentucky Transportation Cabinet (KYTC) in all areas required to prepare comprehensive Congestion Management Plans.

To be considered by the project selection committee, letters must contain the following elements:

1. A list of key staff members to be assigned to the project, including the Project Manager. Include a breakout of project engineers, technicians and other responsible staff. Also, indicate the number of personnel in each category available for assignment to this project.

1.  A brief description of the experience of the firm’s personnel on similar project.

1. A representative listing of projects similar to the proposed project performed by the firm and cut-sheets for comparable projects if they are available.

1. A list of the firm’s present workload relative to capacity and availability to provide requested services.

1. A list of significant subconsultants, their current prequalification categories and DBE status, and the percentage of work to be performed by each.  Also, include the key subconsultant staff members to be assigned to the project.

1. The location of the primary office where most of the work will be performed.

The consultant selection process used by the KYOVA Interstate Planning Commission is a two-step process for consultants: 1) preparation of a letter of interest: 2) preparation of a technical proposal formal presentation by the firms chosen.  All presentations will be evaluated and scored by a selection committee and a final choice will be based upon the technical proposal and presentation.  The project information can be viewed on the WVDOT, ODOT and KYTC websites and found in the local newspaper; the Herald Dispatch.

The Consulting Firms are invited to submit a letter of interest and qualifications to KYOVA Interstate Planning Commission until 12:00 PM local time, on the response February 28, 2013.
